In terms of trade policy, Vietnam's Ministry of Industry and Trade (MOIT) announced in early May that it would revise the preliminary ruling on the provisional anti-dumping duties imposed on some galvanized steel products from China and South Korea on April 1. After the revision, the provisional anti-dumping duty rates for Chinese exports remain between 0% and 37.13%, and the provisional anti-dumping duty rates for South Korean exports remain between 0% and 15.67%. However, Shanghai Shijing International Trade Co., Ltd. and ST. International Co., Ltd. were listed as specific related trading companies and are subject to zero tariffs. The products involved in this case cover multiple customs codes, including 7210.41.11, 7210.49.15, etc. The Vietnam Steel Association (VSA) had previously submitted documents calling for an early resolution of the trade protection case against galvanized steel (AD19 case). Since the termination of anti-dumping measures on galvanized steel in May 2022 (case AD02), Vietnam's imports of galvanized steel from China have increased significantly, accounting for 64-67% of Vietnam's total galvanized steel imports in the 2022-2023 period.
Meanwhile, Kazakhstan has also taken action, recently extending its six-month ban on semi-finished steel exports to support domestic processing trade and promote exports of value-added products. The country's rebar exports increased by nearly 30,000 tons due to the preliminary ban. In addition, Kazakhstan is continuing to impose anti-dumping measures on galvanized steel from China and Ukraine, as well as hot-rolled seamless pipes from China. These tariffs were originally set by the Eurasian Economic Commission in 2019, with a tax rate of 23.9% on Ukrainian galvanized steel and a maximum tax rate of 17% on Chinese products, and the measures will last until at least September 1, 2025. In 2024, Kazakhstan's steel industry grew strongly, with total steel production increasing by 9.5% year-on-year to 4.17 million tons. The Kalmet Steel Plant's steel production in all major categories significantly exceeded its 2024 production targets, and it plans to produce 3.7 million tons of steel in 2025.
In the field of industrial development and innovation, Jiugang's achievements are particularly eye-catching. In December 2024, the ISO 8353:2024 "Continuous hot-dip galvanized aluminum-magnesium alloy coated steel sheets and strips for commercial, stamping and structural grades" international standard led by Jiugang was released, marking the first time that Jiugang has taken the lead in the field of international standards for steel sheets and strips, and the "Jiugang zinc-aluminum-magnesium" brand has stepped onto the world stage. Looking back to 2010, Jiugang's galvanizing line faced the dilemma of low product added value and fierce competition at the beginning of production. In order to break through this situation, Jiugang locked in zinc-aluminum-magnesium products for research and development. After 3 years, through simulation tests and research, an industrial test production technology plan and equipment process transformation plan were proposed, and aluminum, magnesium and rare earth elements were innovatively used to form zinc-aluminum-magnesium alloy coating products and production technologies with independent intellectual property rights. In 2018, the project passed the Gansu Provincial Science and Technology Achievement Appraisal, reached the international advanced level, and won the first prize of Gansu Science and Technology Progress Award. Since then, Jiugang has established an integrated R&D team for zinc, aluminum and magnesium production, sales and research, breaking down departmental barriers, integrating technology, equipment, sales and other resources, forming a closed loop of "R&D - production - market" to achieve comprehensive quality improvement. In order to enhance credibility, a third-party agency was commissioned to carry out outdoor exposure tests for many years in Sanya, Hainan (marine climate) and Turpan, Xinjiang (arid climate), and complete extreme tests such as salt spray corrosion and soil burial, relying on empirical data to win customer trust. By participating in professional exhibitions such as the International Solar Photovoltaic Exhibition and the Animal Husbandry Expo, as well as holding technical sharing sessions in more than 20 cities in East China and North China, Jiugang's zinc, aluminum and magnesium product exposure rate has increased significantly, achieving precise promotion. The application areas of its products are constantly expanding, from animal husbandry to photovoltaic brackets, 5G base stations, etc., covering many provinces in China, with cumulative sales of more than 1.9 million tons, and also exported to Thailand, the Philippines, Argentina and other countries along the "Belt and Road". It is worth mentioning that Jiugang has a production record of 450 grams/square meter of zinc, aluminum and magnesium coating, which has been applied to overseas seaside photovoltaic power station construction projects. In March 2025, the "Jiugang Zinc Aluminum Magnesium" trademark was successfully registered, building a "standard + brand" dual guarantee mechanism, further enhancing product awareness and brand influence.
